He attached a PDF explaining how to add a tab in blackboard.I have approached our Blackboard admin on my campus (last year) about adding a tab and was told it would cost $20,000 to add this feature. Before I contact them again, I am wondering if all Blackboard accounts can add this tab or do we have to have a certain blackboard "package?" We currently only have two tabs at the top "My Institution" and "Courses". We would love to add a library tab. If these instructions will work for us that would be awesome! I tried to contact Jeffrey but have not heard back from him. Thanks for your help.

Unfortunately, my knowledge of Blackboard is somewhere between slim and none. I'll poke Jeff again. Also, instructional design folks on the CATS listserv might be able to answer the broader questions about tabs in Blackboard. $20k to add a tab seems insane to me.
